The impact of in-service professional development programs for preschool teachers on quality ratings and child outcomes  

In the last decade, several professional development efforts had been made around the globe to improve teaching and intervening practice in preschool classrooms (Martinez-Beck & Zaslow, 2006; OECD, 2012). In-service professional development for preschool teacher varies widely with respect to dosage, duration, delivering format (traditional workshop and course vs. modern approaches such as coaching, mentoring, blended learning) and content (Oberhuemer, 2012; 2013). In general, it is assumed that in-service training enhances teacher’s knowledge, skills, and classroom practice and the improved teacher practice raises student achievement. The connection seems intuitive, but the empirical demonstration is difficult. The presentation summarizes findings on in-service professional development effects and describes the links among teacher training, classroom quality, and student achievement. First, a process framework on in-service training effects integrating empirical findings on trainings transfer factors will be. Second, results from three currently conducted meta-analyses on the impact of in-service training on (1) external quality ratings, (2) language and literacy development, and (3) social skills and problem behavior of preschoolers will be presented. Third, the moderating influence from quality improvements through in-service training on child development will be described. The presentation provides conclusions for the development of effective teacher trainings and training evaluations.

Over Franziska Egert

Franziska Egert is associate professor at the University of Applied Science Esslingen and works currently on various meta-analyses on the impact of additive and integrated language promoting programs and phonological awareness trainings in German preschools. As a scientist at the ZNL Transfer Center for Neuroscience and Learning at the University of Ulm, she investigated predictors for second language acquisition and evaluated a preschool program for dual language learners.  Within the NUBBEK-Study, a national investigation on early education and care in Germany, Franziska Egert analyzed the benefits of early childhood education and the influence of early education quality on child development. During her time as a visiting researcher at the FPG Child Development Institute at the University of North Carolina and the Université du Québec à Montréal, she studied the effects of in-service professional development programs for preschool teachers on quality ratings and child outcomes.
