Economic Impact Analysis versus Cost Benefit Analysis for a Medium Sized Sport Event, A Further Improvement

In een al gepubliceerd artikel betogen Taks et al (2011) dat een maatschappelijke kosten-batenanalyse (MKBA) een veel beter beeld geeft van de maatschappelijke waarde van een evenement dan een economische impact analyse (EIA). Ik onderschrijf die conclusie van harte. Maar zag ruimte voor verbetering van hun MKBA. In een Engelstalig artikel werk ik een verbeterde MKBA uit.

Hieronder staat de voorlopige Engelstalige samenvatting:

Taks et al. (2011) argued that an Economic Impact Analysis does not analyze welfare implications of an event and that a Cost Benefit Analysis should be made for realistic welfare calculations. They illustrated this for a specific event in Windsor, Canada. This main point of them is supported by the current paper. In addition, this paper looks at ways to improve their CBA substantially. The investment costs for a venue build for the event should be included and predicting the value of future use is important while the cost of interest paid should not be included.

In the probable estimate the CBA outcome is three times more negative even worse than calculated by Taks et al. In the unfavorable estimate it is much worse. On the upside, the favorable estimate is positive and relatively close to the value of the EIA. Given that not all effects were precisely estimated for this CBA, I discuss conditions under which the private decision to invest in the new venue was an economically sound decision. In this case the CBA is more positive than the EIA and I discuss reasons for this possibility as well. Such a positive value cannot be ruled out yet since it were private parties who invested.

Finally, the calculations shows that an event without new investments is likely to be socially attractive, while the social attractiveness of an event requiring new investments crucially depends on the size of the future benefits compared to the investment costs.
